Gender Affairs

The Bureau of Gender Affairs is responsible for the formulation and implementation of the National Policy on Gender and provides support to government agencies and non-governmental organisations in the areas of gender sensitization, training and mainstreaming. The Bureau of Gender Affairs was established to be the leading agency which seeks to redress the attitudes, practices and systems that operate to barriers to gender equality in Barbados. In the financial year 2018/2019, a total of $316,800 was approved by the Parliament of Barbados for this entity.

National HIV/AIDS Commission (NHAC)

The National HIV/AIDS Commission (NHAC) was officially established in 2001, to provide the Government of Barbados with a means of effectively coordinating and managing the expanded multi-sectoral response to HIV.

The main functions of NHAC are:
• Advise government on HIV/AIDS/STDs policy;
• Advocate for the effective involvement of all sectors and organisations in implementing programmes and strategies;
• Monitor the implementation of the Strategic Plan in all sectors of society;
• Create and strengthen partnerships for an expanded response among all sectors;
• Mobilise resources (internationally and locally) for the implementation of the National HIV/AIDS programme and;
• Recommend appropriate research.
In the financial year 2018/2019, a total of $160,000 was approved by the Parliament of Barbados for this programme.

Student Revolving Loan Fund (SRLF)

The Student Revolving Loan Fund (SRLF) was established under the Student Revolving Loan Fund Act, 1976-20. The purpose of the SRLF is to provide loans to eligible Barbadians to assist in financing areas of study, including various academic, technical, and vocational programmes. The Fund is financed by receipts from borrowers. The categories for financing are: Graduate, Undergraduate, Post- secondary/ technical education, and vocation education. In the financial year 2018/2019, a total of $6 million was approved by the Parliament of Barbados for this programme.

Transport of Pupils

The Transport of Pupils is a subsidy which is paid by the Ministry of Education to the Transport Board, for the provision of bus fares for school children, who are in uniform and transported on Transport Board buses. In the financial year 2018/2019, a total of $3 million was approved by the Parliament of Barbados for this programme.

School Meals Department

The School Meals Department was established to provide free meals to all children in nursery and primary schools. All expenses in connection with the School Meals Department, including maintenance of existing equipment and the purchase of new equipment, are met by the Ministry of Education. The schools participating in the programme include, government primary schools as well as the lone senior school and private institutions such as the Learning Centre, the Challenor School and the St. Patrick's Roman Catholic School. Lunches are also served to selected students at some secondary schools.

In the financial year 2018/2019, a total of $26.48 million was approved by the Parliament of Barbados for this entity, of which $14.1 million will go towards Wages and NIS.

Assistance to Private Schools

The Assisted Private Schools Programme provides for the annual cost of bursaries which are awarded to children entering Assisted Private Schools. This includes the payment of salaries of some teachers at these schools and grants in certain subject areas. In the financial year 2018/2019, a total of $1.77 million was approved by the Parliament of Barbados for this programme, of which $1.12 million will go towards Wages and NIS.

Erdiston Teachers’ Training College

The Erdiston Teachers’ Training College provides for administrative and operational costs for the college, which was established under the Erdiston Training College Board of Management Order 1983, for the training of teachers. The College provides high quality training and professional development for educators while advancing scholarly research and facilitating the delivery of programmes that are aligned with the educational needs of the public.

In the financial year 2018/2019, a total of $3.36 million was approved by the Parliament of Barbados for this entity.

Barbados Community College

The Barbados Community College is a tertiary institution which was established in 1968 by an Act of Parliament, the Barbados Community College Act, 1968-23. The Act was amended in 1990 to empower the College to grant Bachelor Degrees, Associate Degrees, Diplomas and Certificates, to students who successfully complete approved programmes of study.

The Act made provision for the BCC to offer education and training in Agriculture, Commerce, Fine Arts, Liberal Arts, Science, and Technology. The Ministry of Education provides a grant to the BCC to finance staffing, operating costs, the maintenance of college buildings, equipment and to execute the College's programmes.

In the financial year 2018/2019, a total of $24.89 million was approved by the Parliament of Barbados for this entity, of which $17.35 million will go towards Wages and NIS, and $61,726 will go towards pensions.

Barbados Community College Hospitality Institute (BCCHI)

The Barbados Community College Hospitality Institute (BCCHI) is a separate campus dedicated by the Barbados Community College, to the training of hotel and restaurant staff. In 1997, the PomMarine Hotel and Hospitality Institute opened in Marine Gardens, Hastings, Christ Church.

It is the only hotel training school of its kind in the Eastern Caribbean, where students are given the opportunity to work in a fully operational hotel and restaurant both of which are open to the public. The Ministry of Education provides a grant for the operating costs of BCCHI.

In the financial year 2018/2019, a total of $5.79 million was approved by the Parliament of Barbados for this entity, of which $4.19 million will go towards Wages and NIS.

Samuel Jackman Prescod Institute of Technology (SJPI)

The Samuel Jackman Prescod Institute of Technology (SJPI) was established in 1969 as the Samuel Jackman Prescod Polytechnic (SJPP) to offer technical and vocational training programmes to students. Apart from its own programmes, the institution also provides training for the Barbados Vocational Training Board (BVTB), students of secondary schools, industrial workers and teachers of local schools.

On October 19, 2017, the Samuel Jackman Prescod Polytechnic (SJPP) was officially renamed to the Samuel Jackman Prescod Institute of Technology (SJPI). The Ministry of Education meets all the operating costs of SJPI.

In the financial year 2018/2019, a total of $3.92 million was approved by the Parliament of Barbados for this entity.

University of the West Indies (UWI)

The University of the West Indies (UWI) Cave Hill Campus was founded in 1963 is mandated to advance education and create knowledge through excellence in teaching, research, innovation, public service, intellectual leadership and outreach, in order to support the social, economic, political, cultural, environmental development of the Caribbean region and beyond.

The Ministry of Education provides payment of economic cost for Barbadian students at U.W.I, Cave Hill Campus, including Government's contribution towards the Seismic Research Centre, Council of Legal Education, and LLM Programme in Legal Drafting.

In the financial year 2018/2019, a total of $71.3 million was approved by the Parliament of Barbados for this entity, of which $68.5 million will go towards Wages and NIS however, an additional $52.23 million is needed. This entity has outstanding debt totaling approximately $67.4 million.

Barbados Accreditation Council

The Barbados Accreditation Council (BAC) was established in November 2004 by an Act of Parliament, the Barbados Accreditation Council (BAC) Act 2004-11, with two (2) broad roles:
• The registration and re-registration of institutions offering post-secondary/tertiary education and programmes of study, the accreditation and re-accreditation of programmes and institutions in Barbados and related functions, such as recognition and equivalency of local and foreign-based qualifications, articulation and conferral of institutional titles and;
• The granting of Certificates of Recognition of CARICOM Skills Qualification to applicants who satisfy the requirements for recognition as skilled CARICOM nationals and examining and verifying of Certificates of Recognition of Caribbean Community Skills granted to community nationals by Member States.
The Ministry of Education undertakes the Government's obligations under protocol 11 of the CARICOM Single Market and Economy.

In the financial year 2018/2019, a total of $1.83 million was approved by the Parliament of Barbados for this entity, of which $1.18 million will go towards Wages and NIS.

National Conservation Commission

The Commission's purpose is to protect, enhance and sustain our marine and terrestrial environment and for the provision of social services relating to public safety and recreation for our citizens and visitors to our shores.

In the financial year 2018/2019, a total of $24.65 million was approved by the Parliament of Barbados for this entity, of which $21.6 million will go towards Wages and NIS, and $750,300 will go towards pensions.This entity has accummulated arrears of $19.9 million.

Sanitation Service Authority (SSA)

The SSA is responsible for the collection and disposal of garbage, the control of, and maintenance of cemeteries, as well as the maintenance of the Mangrove Landfill.

In the financial year 2018/2019, a total of $49.05 million was approved by the Parliament of Barbados for this entity, of which $21 million is paid to
Sustainable Barbados Recycling Centre under a Take or Pay contract and
the remainder is kept by the SSA. Of the remainder, $2.5 million is for the purchase of equipment and the remaining $26.6 million that was voted is
insufficient to cover Wages and NIS. There is an additional $10.1 million
will be needed to cover Wages and NIS.

SSA has accummulated arrears of $76.5 million.

Drainage Unit

Barbados Vocational Training Board

The Barbados Vocational Training Board (BVTB) is a statutory organisation which provides for an adequate supply of trained manpower in all branches of economic activity; the supervision of apprentices, training programmes, and the testing and certification of trainees and apprentices. The programmes offered by BVTB are the Skills Training Programme, Evening Programme and an In-plant Programme.

In the financial year 2018/2019, a total of $13.48 million was approved by the Parliament of Barbados for this entity, of which $6.73 million will go towards Wages and NIS, and $239,238 will go towards pensions.

Technical & Vocational Education & Training Council

The Technical & Vocational Education & Training (TVET) Council is a statutory organisation which was established in accordance with the TVET Act, 1993-11, to make Barbados more competitive through the development of its workforce. It is mandated to plan, coordinate and establish standards and qualifications for the discipline of TVET. The Act provides for the management of the Employment and Training Fund (ETF), which aims to promote and support training.

In the financial year 2018/2019, a total of $3.28 million was approved by the Parliament of Barbados for this entity, of which $2.02 million will go towards Wages and NIS, and $83,069 will go towards pensions.

Queen Elizabeth Hospital

Financial support is provided for the operation and maintenance of the Queen Elizabeth Hospital and a range of specialist services.

This entity has outstanding debt totaling approximately $37.7 million and accummulated arrears of $162.5 million.

In the financial year 2018/2019, a total of $1.23 million was approved by the Parliament of Barbados for this entity.

The Geriatric District Hospital provides for the institutional and rehabilitary care for the elderly. The St. Philip District Hospital provides the holistic approach to the physical, cognitive, social and spiritual care of the elderly and physically challenged young adults housed at the Evalina Smith Children Ward. The Gordon Cummins District Hospital provides for the institutional care of the elderly. The St. Lucy District Hospital provides for institutional care on a 24-hour basis and rehabilitative care for the elderly and disabled children.

In the financial year 2018/2019, a total of $31 million was approved by the Parliament of Barbados for these entities, of which $26 million will go towards Wages and NIS.

Anti-Money Laundering Programme

The Government’s Anti-Money Laundering Programme is administered through the Anti-Money Laundering Authority (AMLA) and its sub-division, the Financial Intelligence Unit. The functions of AMLA are governed by the Money Laundering and Financing of Terrorism (Prevention and Control) Act, 2010.

The Police Complaints Authority is responsible for fostering improved working relations between the police and the public of Barbados by accepting reports on complaints, and reviewing and investigating those complaints.

Corporate Affairs & Intellectual Property

The Corporate Affairs and Intellectual Property Office is primarily responsible for keeping and maintain a wide variety of business and commercial records which are vital to the orderly conduct of business in Barbados.

It is responsible for the administration of functions and responsibilities under the Corporate Affairs and Intellectual Property Office Act Cap. 21A and the other enactments administered by the Department, including:
• the incorporation and registration of local and external companies; the regulation of the commercial activities of international business companies, foreign sales corporations, exempt insurance and management companies, offshore banks and societies with restricted liability;
• the registration and maintenance of public records relating to business names, limited partnerships newspapers, pharmacies, charities and bills of sale; registration of patents trade and service marks, industrial designs and other intellectual property rights.

Thanks for sharing this information here since you are omly allowed 4 choices on the survey but my 2 cents is that all educational services live BCC, UWI, etc should be left out this survey no matter what, as a bajan Im more than willing to pay my tax dollars to help our younger ones, if you think education is expensive try ignorance.
